Rare Late 18thc./early 19thc. Staffordshire Pearlware figure of URANIA.  Urania the Greek Godess of Truth, is also the muse of astronomy and she is portrayed holding a globe with a compass in her hand, a stack of books below the globe.  This figure of Urania is a watch stand.

Condition: Professional restoration to left foot, all toes, Left Hand - finger. Right Hand finger and dividers.  Nose chip repaired.  The blue tinge I think is simply the blue in the pearlware glaze which was heavily applied at the time of manufacture.
